If I buy an UNLOCKED PHONE-what does it mean?
I know that if it is unlocked, it can be used with any carrier BUT if it is unlocked could I use all the features (lets say email and GPS) without paying for the plan or are those simply just disabled?

no you can't use the features unless you used the sim card the phone was made for you can't use all the features.
